Naxals Attack:What makes Chattisgarh vulnerable?

Chattisgarh is covered by thick forests and naxals have adapted to that and they are waging a guirella warfare ,it is unfair to blame the state police ,who are not trained and equipped to fight this war and moreover they have state border restrictions, which makes it all the more difficult ,better solution is to engage army or certain forces have to be trained to fight them.
